Is it supposed to give the effect of moving? Nothing happened when I looked at the pic?  I started at it from different angles, different areas and tried to look at "out of focuts" for lack of a better expression?  What am I not doing right?

Yes, it should look like the dots are rolling along on a belt..try looking from the center black area to the lower right, then back to center, but stay in focus.
